THIS AGREEMENT MADE AND EXECUTED AS OF THIS DAY OF JANUARY 1, 1970 BY THE BOARD OF DIRECTORS OF THE SOUTH CENTRAL KANSAS REGIONAL SYSTEM OF COOPERATING LIBRARIES, THE PARTY OF THE FIRST PART, AND THE BOARD OF DIRECTORS OF THE WICHITA PUBLIC LIBRARY, THE PARTY OF THE SECOND PART.
WITNESSTH THAT:
WHEREAS, UNDER K.S.A. 75-2547 "TO PROVIDE ADEQUATE LIBRARY SERVICE TO ALL CITIZENS OF THE STATE THROUGH THE REGIONAL SYSTEMS OF COOPERATING LIBRARIES", AND K.S.A. 75-2550 "THE SYSTEM BOARD SHALL HAVE THE AUTHORITY AND POWER TO (1) OPERATE A SYSTEM OF LIBRARY SERVICE TO AND FOR PARTICIPATING LIBRARIES, (2) THE SYSTEM BOARD MAY PURCHASE SERVICE FROM A PARTICIPATING LIBRARY FOR THE BENEFIT OF THE REGIONAL SYSTEM OF co-operating LIBRARIES."
WHEREAS, THE PARTY OF THE SECOND PART AGREES TO PROVIDE THE PARTY OF THE FIRST PART WITH POLICIES AND METHODS OF ADMINISTRATION TO BE FOLLOWED IN USING OF SUCH FUNDS MADE AVAILABLE FOR EXPENDITURE UNDER THE SYSTEM PLAN, WHICH, IN THE JUDGMENT OF THE SYSTEM ADMINISTRATIVE AGENCY, WILL ASSURE USE OF SUCH FUNDS TO MAXIMUM ADVANTAGE IN THE FURTHER EXTENSION OF PUBLIC LIBRARY SERVICES TO AREAS WITHOUT SUCH SERVICES OR WITH INADEQUATE SERVICES.
FINANCIAL REPORTS SHALL BE MADE QUARTERLY TO THE PARTY OF THE FIRST PART. THESE REPORTS SHALL INCLUDE COPIES OF VOUCHERS OR INVOICES AND WARRANTS OF THE FUNDS EXPENDED UNDER THIS CONTRACT. IN THE EVENT THAT EXPENDITURES ARE FOUND TO BE NOT IN CONFORMANCE WITH THE PROGRAM OUTLINED BY THIS
CONTRACT, NOTIFICATION BY LETTER SHALL BE MADE BY THE PARTY OF THE FIRST
PART TO THE PARTY OF THE SECOND PART. WITHIN TEN DAYS AFTER THE RECEIPT OF SUCH NOTICE THE PARTY OF THE SECOND PART AND THE PARTY OF THE FIRST PART SHALL HOLD A MEETING TO REVIEW THE EXPENDITURES NOT IN CONFORMANCE WITH THE PROGRAM OUTLINED BY THIS CONTRACT. IF EXPENDITURES ARE NOT BROUGHT INTO CONFORMITY WITH THE CONDITIONS OF THE CONTRACT, THE PARTY OF THE FIRST PART SHALL WITHDRAW ITS SUPPORT OF THE PROJECT AS SET FORTH IN THIS CONTRACT. THE PARTY OF THE SECOND PART AGREES THAT FUNDS RECEIVED UNDER THIS CONTRACT SHALL BE AUDITED BY A LICENSED MUNICIPAL OR CERTIFIED PUBLIC ACCOUNTANT AND COPIES OF SUCH AUDIT SHALL BE FILED WITH SOUTH CENTRAL KANSAS REGIONAL SYSTEM OF COOPERATING LIBRARIES. ANY FUNDS PROVIDED TO THE PARTY OF THE SECOND PART BY THE PARTY OF THE FIRST PART NOT EXPENDED FOR SERVICES APPROVED BY THE PARTY OF THE FIRST PART SHALL BE REPAID IN WHOLE OR IN PART UPON DEMAND OF THE PARTY OF THE FIRST PART.
AND IT IS FURTHER MUTUALLY UNDERSTOOD AND AGREED THAT THE PARTY OF THE FIRST PART WILL:

1. $6,326.00 SALARY FOR PROFESSIONAL REFERENCE LIBRARIAN TO HANDLE
SYSTEM INTER-LIBRARY LOAN REQUESTS, REFERENCE QUESTIONS, SUBJECT REQUESTS AND SPECIFIC TITLE REQUESTS. TITLES OWNED BUT OUT TO BE REQUESTED ON KANSAS INFORMATION CIRCUIT.
2. $2.00 PER ITEM SUPPLIED TO SOUTH CENTRAL KANSAS REGIONAL SYSTEM
OF COOPERATING LIBRARIES (INTER-LIBRARY LOANS THROUGH SOUTH CENTRAL KANSAS REGIONAL SYSTEM OF COOPERATING LIBRARIES) NOT THOSE SUPPLIED ON KANSAS INFORMATION CIRCUIT.
3. $34,172.00 FOR FILM CENTER AS DEFINED IN SOUTH CENTRAL KANSAS REGI-
ONAL SYSTEM OF COOPERATING LIBRARIES PROGRAM SECTION V-C, 1970.
4. $21,000.00 FOR GREATER METROPOLITAN WICHITA AS DEFINED IN SOUTH
CENTRAL KANSAS REGIONAL SYSTEM OF COOPERATING LIBRARIES PROGRAM SECTION V-C, 1970.
AND IT IS FURTHER MUTUALLY UNDERSTOOD AND AGREED THAT ALL MATERIAL PUR-CHASED WITH THESE FUNDS WILL BE AVAILABLE FOR LOAN TO ALL LIBRARIES PARTICIPATING IN THE SOUTH CENTRAL KANSAS REGIONAL SYSTEM OF COOPERATING LIBRARIES; AND/OR THAT MATERIAL WILL BE MADE AVAILABLE THROUGH XEROX OR OTHER COPYING METHODS WHEN MORE PRACTICAL.
all materials and equipment purchased with these funds will be considered THE PROPERTY OF THE SOUTH CENTRAL KANSAS REGIONAL SYSTEM OF COOPERATING LIBRARIES AND WILL BE PROPERLY MARKED TO INDICATE OWNERSHIP.
IN THE EVENT OF THE WITHDRAWAL OF A COUNTY OR LIBRARY, ALL SYSTEM

System Board Meeting January 9, 1969.
The South Central Kansas Library System Board Meeting was called to order by the Chairman, Dr. Zweifel.
The minutes of the last System Board Meeting, May 11, 1968, were read by Ernestine Gilliland. Minutes were accepted as read.
Election of the System Board members to serve as the executive Committee for the year 1969. The following were elected:

The following by-law changes were made:
Article 2
b. A library may withdraw from the system by submitting written notice to the Chairman of the Board one year prior to the adoption of any system budget. Chairman submits request to the system membership, if vote of membership is favorable request for withdrawal is then submitted to the State Library Advisory Commission for approval.

Article 10 Property of the System
a. All property purchased with System Funds shall become the property of the system and the title shall be taken in the name of the System. A withdrawing member library shall not be entitled to claim any of such properties.
Article 3 System Board, Section C shall read: Each representative is eligible to serve a four year term.
Motion for approval of changes by was made by Dr. Rowan. Second by Mrs. Yoder, Motion carried.
Report of the annual Budget hearing was made by Dr. Zweifel. The
librarian explained that due to evaluations within the area the System budget would fall $20,000 short of expected amount. Items within budget would be adjusted accordingly.
The attached scholarship was explained.

Executive Committee Board Minutes February 13, 1969
The Executive Committee met in the Hutchinson Public Library at 1:30 p.m. February 13, 1969. The following were present: Miss Flagg, Dr. Rowan, Mrs. Blasdel, Mrs. White, Mrs. Vierthaler and Ernestine Gilliland.
Minutes of the January 9, 1969 Executive Committee meeting and the System Board meeting were read and approved.
The current bills were presented. Motion for approval made by Mrs. White, seconded by Mrs. Vierthaler. Motion carried.
Letter from the Sylvia Public Library Board asking to join the South Central Kansas Library System was read. Motion to accept the Sylvia Public Library as a member of S.C.K.L. was made by Mrs. Vierthaler, seconded by Miss Flagg. Motion carried. Sylvia will receive all system services with the exception of the extended service grant as this was not budgeted for this year (1969).
The attached contracts with the Hutchinson Public Library and Wichita Public Library were approved and signed.
The contract for the accounting services of Bartlett, Settle & Edgerle for 1969 were approved and signed.
The reference and resource grant from the State Library was explained (3,022.00 dollars to be spent for the purposes of acquiring reference titles to be housed in the System Center for the use of the system).
Librarian was instructed to file application.

Executive Committee Board Minutes, March 13, 1969
The Executive Committee met in the Library at 1:30 P.M.
in Hutchinson on March 13, 1969. The following were present: Miss Flagg, Mrs. White, Mrs. MacGregor, Mrs. Yoder and Ernestine Gilliland.
The minutes of the February meeting were accepted. Motion by Mrs. MacGregor, seconded by Mrs. Yoder.
The attached bills were examined and approved for payment. Motion by Mrs. MacGregor, seconded by Mrs. White.
The State sponsored reference workshops to be held in Great Bend, Manhattan and Lawrence during the week of April 21-26 were discussed. The board agreed to pay the following expenses of one librarian from each library - transportation, four meals (lunch, dinner, breakfast and lunch) and overnight lodging.
The problem of what to do with patrons wanting to use the local library but living outside the local taxing district and not within an area that is participating in the system was discussed. The board voted to go on record as recommending that a $5.00 per year charge be made by the local library when issuing a card to such patrons.

Executive Committee Board Minutes
April 10, 1969
The Executive Committee met in the Library at 1:30 P.M. in Hutchinson on April 10, 1969. The following were present: Mrs. White, Mrs. MacGregor, Mrs. Vierthaler, Mrs. Blasdel and Ernestine Gilliland.
The minutes of the March 13, 1969 meeting were approved. Motion by Mrs. White; seconded by Mrs. MacGregor; motion carried.
The attached expenditure analysis was presented.
The application for S.C.K.L. Graduate Grant from Jean McClure was discussed and the committee voted to award the Grant to Miss McClure provided she be accepted by a Graduate Library School approved by the committee. The Librarian was instructed to write Miss McClure asking her to submit the names of three A.L.A. approved library schools she would consider attending.
The 1970 System program was discussed. It was suggested that the minor changes be approved and the attached budget be presented to the System Board with the Committee's recommendation for approval.
The librarian discussed the need to provide a car for the System Staff to use for all out of town meetings, workshops, and library visitations. Committee approved the request.

THIS AGREEMENT MADE AND EXECUTED AS OF THIS DAY OF JANUARY 1, 1970 BY THE BOARD OF DIRECTORS OF THE SOUTH CENTRAL KANSAS REGIONAL SYSTEM OF COOPERATING LIBRARIES, THE PARTY OF THE FIRST PART, AND THE BOARD OF DIRECTORS OF THE WICHITA PUBLIC LIBRARY, THE PARTY OF THE SECOND PART.
WITNESSTH THAT:
WHEREAS, UNDER K.S.A. 75-2547 "TO PROVIDE ADEQUATE LIBRARY SERVICE TO ALL CITIZENS OF THE STATE THROUGH THE REGIONAL SYSTEMS OF COOPERATING LIBRARIES", AND K.S.A. 75-2550 "THE SYSTEM BOARD SHALL HAVE THE AUTHORITY AND POWER TO (1) OPERATE A SYSTEM OF LIBRARY SERVICE TO AND FOR PARTICIPATING LIBRARIES, (2) THE SYSTEM BOARD MAY PURCHASE SERVICE FROM A PARTICIPATING LIBRARY FOR THE BENEFIT OF THE REGIONAL SYSTEM OF co-operating LIBRARIES."
WHEREAS, THE PARTY OF THE SECOND PART AGREES TO PROVIDE THE PARTY OF THE FIRST PART WITH POLICIES AND METHODS OF ADMINISTRATION TO BE FOLLOWED IN USING OF SUCH FUNDS MADE AVAILABLE FOR EXPENDITURE UNDER THE SYSTEM PLAN, WHICH, IN THE JUDGMENT OF THE SYSTEM ADMINISTRATIVE AGENCY, WILL ASSURE USE OF SUCH FUNDS TO MAXIMUM ADVANTAGE IN THE FURTHER EXTENSION OF PUBLIC LIBRARY SERVICES TO AREAS WITHOUT SUCH SERVICES OR WITH INADEQUATE SERVICES.
FINANCIAL REPORTS SHALL BE MADE QUARTERLY TO THE PARTY OF THE FIRST PART. THESE REPORTS SHALL INCLUDE COPIES OF VOUCHERS OR INVOICES AND WARRANTS OF THE FUNDS EXPENDED UNDER THIS CONTRACT. IN THE EVENT THAT EXPENDITURES ARE FOUND TO BE NOT IN CONFORMANCE WITH THE PROGRAM OUTLINED BY THIS
CONTRACT, NOTIFICATION BY LETTER SHALL BE MADE BY THE PARTY OF THE FIRST
PART TO THE PARTY OF THE SECOND PART. WITHIN TEN DAYS AFTER THE RECEIPT OF SUCH NOTICE THE PARTY OF THE SECOND PART AND THE PARTY OF THE FIRST PART SHALL HOLD A MEETING TO REVIEW THE EXPENDITURES NOT IN CONFORMANCE WITH THE PROGRAM OUTLINED BY THIS CONTRACT. IF EXPENDITURES ARE NOT BROUGHT INTO CONFORMITY WITH THE CONDITIONS OF THE CONTRACT, THE PARTY OF THE FIRST PART SHALL WITHDRAW ITS SUPPORT OF THE PROJECT AS SET FORTH IN THIS CONTRACT. THE PARTY OF THE SECOND PART AGREES THAT FUNDS RECEIVED UNDER THIS CONTRACT SHALL BE AUDITED BY A LICENSED MUNICIPAL OR CERTIFIED PUBLIC ACCOUNTANT AND COPIES OF SUCH AUDIT SHALL BE FILED WITH SOUTH CENTRAL KANSAS REGIONAL SYSTEM OF COOPERATING LIBRARIES. ANY FUNDS PROVIDED TO THE PARTY OF THE SECOND PART BY THE PARTY OF THE FIRST PART NOT EXPENDED FOR SERVICES APPROVED BY THE PARTY OF THE FIRST PART SHALL BE REPAID IN WHOLE OR IN PART UPON DEMAND OF THE PARTY OF THE FIRST PART.
AND IT IS FURTHER MUTUALLY UNDERSTOOD AND AGREED THAT THE PARTY OF THE FIRST PART WILL:
PROVIDE THE PARTY OF THE SECOND PART:
1. $6,326.00 SALARY FOR PROFESSIONAL REFERENCE LIBRARIAN TO HANDLE
SYSTEM INTER-LIBRARY LOAN REQUESTS, REFERENCE QUESTIONS, SUBJECT REQUESTS AND SPECIFIC TITLE REQUESTS. TITLES OWNED BUT OUT TO BE REQUESTED ON KANSAS INFORMATION CIRCUIT.
2. $2.00 PER ITEM SUPPLIED TO SOUTH CENTRAL KANSAS REGIONAL SYSTEM
OF COOPERATING LIBRARIES (INTER-LIBRARY LOANS THROUGH SOUTH CENTRAL KANSAS REGIONAL SYSTEM OF COOPERATING LIBRARIES) NOT THOSE SUPPLIED ON KANSAS INFORMATION CIRCUIT.
3. $34,172.00 FOR FILM CENTER AS DEFINED IN SOUTH CENTRAL KANSAS REGI-
ONAL SYSTEM OF COOPERATING LIBRARIES PROGRAM SECTION V-C, 1970.
4. $21,000.00 FOR GREATER METROPOLITAN WICHITA AS DEFINED IN SOUTH
CENTRAL KANSAS REGIONAL SYSTEM OF COOPERATING LIBRARIES PROGRAM SECTION V-C, 1970.
AND IT IS FURTHER MUTUALLY UNDERSTOOD AND AGREED THAT ALL MATERIAL PUR-CHASED WITH THESE FUNDS WILL BE AVAILABLE FOR LOAN TO ALL LIBRARIES PARTICIPATING IN THE SOUTH CENTRAL KANSAS REGIONAL SYSTEM OF COOPERATING LIBRARIES; AND/OR THAT MATERIAL WILL BE MADE AVAILABLE THROUGH XEROX OR OTHER COPYING METHODS WHEN MORE PRACTICAL.
all materials and equipment purchased with these funds will be considered THE PROPERTY OF THE SOUTH CENTRAL KANSAS REGIONAL SYSTEM OF COOPERATING LIBRARIES AND WILL BE PROPERLY MARKED TO INDICATE OWNERSHIP.
IN THE EVENT OF THE WITHDRAWAL OF A COUNTY OR LIBRARY, ALL SYSTEM

System Board Meeting January 9, 1969.
The South Central Kansas Library System Board Meeting was called to order by the Chairman, Dr. Zweifel.
The minutes of the last System Board Meeting, May 11, 1968, were read by Ernestine Gilliland. Minutes were accepted as read.
Election of the System Board members to serve as the executive Committee for the year 1969. The following were elected:

The following by-law changes were made:
Article 2
b. A library may withdraw from the system by submitting written notice to the Chairman of the Board one year prior to the adoption of any system budget. Chairman submits request to the system membership, if vote of membership is favorable request for withdrawal is then submitted to the State Library Advisory Commission for approval.

Article 10 Property of the System
a. All property purchased with System Funds shall become the property of the system and the title shall be taken in the name of the System. A withdrawing member library shall not be entitled to claim any of such properties.
Article 3 System Board, Section C shall read: Each representative is eligible to serve a four year term.
Motion for approval of changes by was made by Dr. Rowan. Second by Mrs. Yoder, Motion carried.
Report of the annual Budget hearing was made by Dr. Zweifel. The
librarian explained that due to evaluations within the area the System budget would fall $20,000 short of expected amount. Items within budget would be adjusted accordingly.
The attached scholarship was explained.

Executive Committee Board Minutes February 13, 1969
The Executive Committee met in the Hutchinson Public Library at 1:30 p.m. February 13, 1969. The following were present: Miss Flagg, Dr. Rowan, Mrs. Blasdel, Mrs. White, Mrs. Vierthaler and Ernestine Gilliland.
Minutes of the January 9, 1969 Executive Committee meeting and the System Board meeting were read and approved.
The current bills were presented. Motion for approval made by Mrs. White, seconded by Mrs. Vierthaler. Motion carried.
Letter from the Sylvia Public Library Board asking to join the South Central Kansas Library System was read. Motion to accept the Sylvia Public Library as a member of S.C.K.L. was made by Mrs. Vierthaler, seconded by Miss Flagg. Motion carried. Sylvia will receive all system services with the exception of the extended service grant as this was not budgeted for this year (1969).
The attached contracts with the Hutchinson Public Library and Wichita Public Library were approved and signed.
The contract for the accounting services of Bartlett, Settle & Edgerle for 1969 were approved and signed.
The reference and resource grant from the State Library was explained (3,022.00 dollars to be spent for the purposes of acquiring reference titles to be housed in the System Center for the use of the system).
Librarian was instructed to file application.

Executive Committee Board Minutes, March 13, 1969
The Executive Committee met in the Library at 1:30 P.M.
in Hutchinson on March 13, 1969. The following were present: Miss Flagg, Mrs. White, Mrs. MacGregor, Mrs. Yoder and Ernestine Gilliland.
The minutes of the February meeting were accepted. Motion by Mrs. MacGregor, seconded by Mrs. Yoder.
The attached bills were examined and approved for payment. Motion by Mrs. MacGregor, seconded by Mrs. White.
The State sponsored reference workshops to be held in Great Bend, Manhattan and Lawrence during the week of April 21-26 were discussed. The board agreed to pay the following expenses of one librarian from each library - transportation, four meals (lunch, dinner, breakfast and lunch) and overnight lodging.
The problem of what to do with patrons wanting to use the local library but living outside the local taxing district and not within an area that is participating in the system was discussed. The board voted to go on record as recommending that a $5.00 per year charge be made by the local library when issuing a card to such patrons.

Executive Committee Board Minutes
April 10, 1969
The Executive Committee met in the Library at 1:30 P.M. in Hutchinson on April 10, 1969. The following were present: Mrs. White, Mrs. MacGregor, Mrs. Vierthaler, Mrs. Blasdel and Ernestine Gilliland.
The minutes of the March 13, 1969 meeting were approved. Motion by Mrs. White; seconded by Mrs. MacGregor; motion carried.
The attached expenditure analysis was presented.
The application for S.C.K.L. Graduate Grant from Jean McClure was discussed and the committee voted to award the Grant to Miss McClure provided she be accepted by a Graduate Library School approved by the committee. The Librarian was instructed to write Miss McClure asking her to submit the names of three A.L.A. approved library schools she would consider attending.
The 1970 System program was discussed. It was suggested that the minor changes be approved and the attached budget be presented to the System Board with the Committee's recommendation for approval.
The librarian discussed the need to provide a car for the System Staff to use for all out of town meetings, workshops, and library visitations. Committee approved the request.
